Northern Borders Region Strategic, Regional and Local Plans
As part of Saudi Arabia’s Vision 2030, the Ministry of Municipal and Rural Affairs and Housing (MOMRAH), in collaboration with the Development Authorities Support Centre (DASC), engaged SALFO and Associates to prepare a Strategic Plan and deliver a comprehensive regional and urban planning project for the Northern Borders Region, which spans approximately 133,000 km² and has a population of over 375,000 residents.
The project aims to define integrated planning strategies aligned with national spatial frameworks, the UN Sustainable Development Goals, and the New Urban Agenda. Initially focused on Arar, the regional capital, the scope expanded to include a Regional Plan and Local Plans with Urban Codes for the cities of Arar, Rafha, and Turaif. Deliverables include frameworks, policies, zoning regulations, and urban design guidelines to promote sustainable development, strengthen regional identity, and enhance the built environment—supporting Vision 2030’s objectives of building a vibrant society, a thriving economy, and an ambitious nation.
